Looks at first glance like an attempt to build web3 / DecentralizedIdentifiers / AlternativesToDNS type decentralized system, backed by BitCoin.

I'm guessing that unlike rival SmartContracts based systems, this actually does the minimal with the BTC BlockChain itself, and simply uses that as some kind of ultimate sign-off / checksum.
