Tall building need good management eg. concierge / porter :

Makes sense, even here in our 3 storey block we have a resident porter, and a night porter. As do all the others. And it does help make the place feel safer and more comfortable. It's someone you know you can call if something goes wrong (eg. with the water or electricity), someone who can recommend plumbers / electricians, or simply chat about other issues with the block.

Of course, in Brasilia it's possible because of huge income differences. But surely most buildings housing more than a dozen households, should be able to afford to pay a concierge a salary.

Reminds me, DariusSokolov campaigned and got a night-porter in the estate where he lived in Islington. That helped the area too.
