This what people mean when they say that his supporters take DonaldTrump "seriously but not literally".

Saying he'll build a wall is a way of saying he's serious about preventing illegal immigrants compete for local jobs with Americans. Nobody literally believes a wall would help. (As long as there is the incentive to pay illegal people less, Americans will continue to connive in favour of it.) But it signals more intent than simply saying nothing can be done.

Turns out, though, now in power, he IS promoting many of his crackpot policy proposals literally as well as seriously.
