A pattern which has become pretty standard on web sites. A fixed navigation bar. Also occurs with fixed menu structures in software. Standard buttons on palm tops. Don't make everything subject to change or people lose track of what to do.

The original Macintosh interface designers discovered greying out irrelevant menu items was better than removing them because people learned kinesthetically to move the mouse to the place on the screen where they expected to find the option. Greying out kept the options in the same place, whereas changing the shape of the menu moved the options around.
