I hadn't seen it The Hook's way before, but there is a sense in which, if nations are less important, there'll be fewer reasons for people to kill you over your nationality.
Of course, religion, ethnic group and favourite football team are another matter. But not only does the absense of nations reduce the incentives it also reduces the geographical concentration of people that make WMDs make sense.
For example, why would you use a nuke or a large-scale chemical weapon when you have no country to hurt? Or blackmail? I guess city states may play a similar role. But somehow I find it harder to imagine people wanting kill Londoners in the same way they might want to kill Brits.

Reading that piece I had another thought - now when the geographical links are less important than they were perhaps there will be space for people to group on other basis than physical location (a geek nation?). – ZbigniewLukasiak
