This story about the difficulties of the US intelligence service, illustrates the problem of justification nicely :

So there's a chicken and egg problem: You need facts to justify a theory, but you can't organize the facts without having a theory.

The proposed solution is a market. Which is, in a sense, an aggregator of all those sub-theoretical, half-formed, vague, (NonConceptual?) ideas and beliefs. It munges them together until they have a definite shape, solid enough to call a theory.
