Brasilia has plenty of green space where people could start pitching stalls, hotdog stands etc. To a certain extent this happens, but not nearly enough.
And it's noticable, of course, that Brasilia keeps poverty at arms-length. It's hard and expensive for the poor to come in from the satelites to the PlanoPiloto.
Does urban fabric need a fractal build-up crew? Ie. a group of poor people to start filling the interstices of urban fabric with low-cost, low-profit, LowRoad activity?
